To: John Dalli, European Commissioner for Health and Consumer Policy
European Commission

Dear Commissioner Dalli,
We urge you not to propose any postponement of or alteration to the 2013 deadline for banning the sale across the EU of all cosmetics and toiletries containing animal tested ingredients. The ban has provided a critical incentive for cosmetics companies across the world to develop non-animal test methods which can replace animal use in cosmetics testing but can also be used in many other forms of safety testing that use animals.
Replacement of existing animal tests has already saved hundreds of thousands of animals and many more can be saved as new techniques are developed and validated. It is vital that the commercial incentive set by the 2013 deadline to develop new non-animal methods as soon as possible, remains in place. It is also vital that companies and citizens recognise that when the EU sets a deadline in law, it sticks to it.
Animal tests are ineffective and unreliable and can never predict the outcome in human beings and the safety of cosmetics ingredients can of course be assured by non-animal methods and the use of existing ingredients. The existing ban is completely compatible with maintaining the health and safety of European consumers. Europe must maintain the principle at the heart of the 7th Amendment: animals should never face suffering and death in tests for trivial products.
It is absolutely right that the EU has banned all animal tests for cosmetics and toiletries on its territory and it must now ensure that companies cannot profit from conducting that testing elsewhere. The 2009 marketing ban must now be extended to cover all tests. We urge you to maintain the deadline without postponements or exceptions.
Please, ensure that the EU says no to animal tests for cosmetics and no to cosmetics that have been tested on animals.
